Private provider (PP)
A private provider is a licensed engineer or architect that Florida law (F.S. 553.791) allows an owner to hire in place of the county for building-code plan review and inspections. The jurisdiction still issues the permit, but the technical review runs on the provider's clock instead of the county's queue.
